Purchase of a vehicle for the Day Support Centre

Summary

The procurement is for the purchase and delivery of one new vehicle with at least 9 seats to transport participants of the Day Support Centre in Krzyżanowice Średnie. The vehicle must be from model year 2026 or later, have at least 160 hp, meet Euro 6 or an equivalent emissions standard, consume no more than 10 l/100 km in the combined cycle and emit no more than 200 g CO₂/km. Gross vehicle weight must not exceed 3,500 kg and length must not exceed 6,000 mm. The vehicle must be adapted for wheelchair transport, with a lift or equivalent boarding solution rated for at least 250 kg, a space where a wheelchair user can travel, wheelchair restraints and seat belts, and the required type-approval and operating documents. Safety, parking and driver-assistance systems, air conditioning, summer and winter tyres, and the other equipment listed in the technical specification are also required. The supplier must deliver the vehicle at its own expense to the Social Services Centre in Pińczów and provide a Polish-language user manual, warranty documents, service record, registration documents, invoice, certificate of conformity and type-approval for transporting people with disabilities. The delivery period must be the option stated in the bid: up to 30, 40, 50 or 60 days from contract signature. The bid must identify the vehicle’s make, model and year of manufacture and confirm compliance with the technical requirements; technical information demonstrating equivalence must be provided if an equivalent solution is offered. The minimum mechanical warranty is 24 months and the minimum paintwork warranty is 36 months; longer periods are also scored. A 24-month service package must include scheduled servicing without charge. During the warranty period, the supplier must respond to a breakdown report within 24 working hours, begin dealing with the fault within 48 working hours, normally repair it within 5 working days and provide a replacement vehicle while repairs are carried out. The supplier must train 1–2 people in vehicle operation at handover. The award criteria are price (60 points), mechanical warranty (10), paintwork warranty (10), delivery time (15) and the social criterion (5). To earn the social-criterion points, a bidder may undertake to employ at least one person from the specified disadvantaged groups directly on the contract during the delivery period; if pledged, the person must work at least 0.25 full-time equivalent or 10 hours per week. The bid must include the completed bid form, the required declaration concerning exclusion grounds and participation conditions, and proof of the signatory’s authority where this cannot be verified in a public register. No financial-capacity or previous-experience thresholds are set. The bid submission deadline is 8 October 2026 at 9:00.
