Supply of heating oil for the organisational units of Łowicz County and the municipalities of Bielawy, Łowicz, Nieborów and Domaniewice

Summary

The contracting group is purchasing successive deliveries of heating oil for public institutions in Łowicz County and the municipalities of Bielawy, Łowicz, Nieborów and Domaniewice. The estimated volume is up to 193,000 litres, with at least 50% of the estimated volume to be ordered. Deliveries will be made in batches directly to the institutions' tanks from the contract date until 30 April 2027, normally within five working days of an order and between 8:00 and 14:00 on working days. The heating oil must meet specified quality parameters, including a minimum calorific value of 42.6 MJ/kg, flash point of at least 56°C, pour point no higher than -20°C, sulphur content no higher than 0.1% by mass and density at 15°C no higher than 860 kg/m³. The supplier must use a sealed tanker with a verified fuel meter and provide quality documentation and the producer's price evidence with each delivery. Price is the only award criterion, weighted at 100%, and the contracting authority may conduct confidential negotiations. Offers must be submitted electronically by 24 September 2026 at 10:00.
