Supply and implementation of IT and OT cybersecurity infrastructure and systems for the Samorządowy Zakład Budżetowy in Lubrza under the “Cybersecure Waterworks” project

Summary

The tender covers the supply, implementation, configuration, integration and commissioning of a coordinated IT and OT cybersecurity environment for the Samorządowy Zakład Budżetowy in Lubrza under the “Cybersecure Waterworks” project. The scope includes monitoring, XDR and NAC solutions, servers, managed network switches, virtualization, NAS storage, IT service management, log management, a write blocker, an OT IDS/IPS system, three hardware probes, an OT jump station, HA servers, UPS equipment and specialist training. Part A must be delivered within 2 months of contract signing and no later than 30 November 2026. Part B covers subscriptions, licences, updates, signature databases, rules, definitions and technical support from 1 December 2026 to 30 November 2029, for up to 36 months. Only one complete tender may be submitted; partial and variant tenders are not allowed. Offers are scored using delivery, implementation and integration price at 70% and 36-month life-cycle cost at 30%. The bid deadline is 11 September 2026 at 08:00. A PLN 4,500 bid guarantee is required, and the successful bidder must provide performance security equal to 3% of the total gross offer price. The tender must be submitted electronically in Polish, and confidential controller information is available only after a properly signed confidentiality declaration and a request submitted at least 3 days before the bid deadline.
