Implementation of Elburg's Local Home Insulation Programme – SpUk LAI Second and Third Tranches

Summary

The Municipality of Elburg is procuring one integrated service to deliver its local insulation programme for 755 poorly insulated owner-occupied homes. The contractor will support residents through three routes: collective, fully managed insulation purchasing; resident-arranged work with grant reimbursement; and do-it-yourself insulation. The service covers resident communications and guidance, independent energy advice, collective purchasing, grant applications and administration, payments, monitoring and reporting. Eligible measures include floor or ground insulation, roof or loft insulation, glazing or window-frame replacement, and cavity-wall insulation. The available programme budget is €1,842,478.
