Environmental permits

Summary

The tender concerns the independent processing and resolution of environmental permit applications for the municipality of Hollands Kroon under a framework agreement. The service provider must check the completeness and substance of applications, assess them against the relevant planning and building rules, prepare draft permits and conditions, and handle representations, objections and court proceedings. The scope covers OPA and BOPA applications, technical building activities, combined applications, permit-free or rejected applications, and separate procedures for tree felling, advertising, construction works and access roads. The framework agreement will initially run for two years from 11 January 2027, with two one-year extension options at the municipality’s discretion, for a maximum total duration of four years. The expected volume is approximately 700 applications over the full term, or 175 per year; the maximum volume is 1,050 applications. Bids must be submitted electronically by 9 November 2026 at 14:00. The award is based on the best price-quality ratio: service quality accounts for 700 points and price for 300 points, with total prices compared exclusive of VAT. The bidder must provide a compliant team with Dutch-language skills and the required qualifications, take applications into processing within five working days, and complete them within the statutory deadlines. Call-back requests and emails must be handled within three working days, service must be available on working days from 8:30 to 17:00, communications must be at B1 language level, and processing must take place exclusively in the OpenWave case-management system. The bid must include a service-delivery plan addressing cooperation with the municipality, staff replacement, compliance with deadlines, residents’ questions, monitoring of legal developments and handling complaints.
