School trip coach transport in the Rotterdam region

Summary

The tender concerns coach transport for pupils and accompanying adults from schools in the Rotterdam region to educational excursions and multi-day trips. Buses must serve groups of different sizes and, where required, multiple pick-up or drop-off points; multi-day journeys may also take place outside the region. Buzz010 intends to appoint one carrier under a framework agreement. The estimated annual service value is approximately €300,000 and the maximum value for the full term, including extensions, is €2,250,000; however, neither order volumes nor revenue are guaranteed. The contract is scheduled to start on 1 January 2027, with full operations from 1 August 2027. It may be extended three times for one year, until 31 July 2032. The bid submission deadline is 18 November 2026 at 13:00. Bidders must hold the required passenger-transport permit and demonstrate bus transport experience, adequate insurance, a suitable quality management system and access to at least three sizes of tourist-class coach. References are required for school day-trip transport, high annual trip volumes, the capacity to operate 40 day trips per day and wheelchair transport. Vehicles and drivers must meet detailed safety, environmental, qualification and service requirements. The offered price for a day trip must not exceed €350 excluding VAT, and the offered capacity must be at least 55 passengers. Offers will be evaluated on the basis of the best price-quality ratio: price accounts for 35% and quality for 65%. The quality submissions cover a safety and emergency plan, an implementation plan and sustainability.
