Vehicle fleet insurance

Summary

Veiligheidsregio Utrecht is seeking a single insurance contract for its entire fleet, covering approximately 400 vehicles and other insured items across 15 vehicle categories. The required cover combines motor third-party liability and comprehensive cover; motorcycles, scooters and mopeds require third-party liability cover only. The estimated contract value is EUR 560,000. The contract starts on 31 December 2026 and runs until 31 December 2028, with two possible mutual extensions of 24 months each. Bidders must quote fixed premiums by vehicle category, without a bonus-malus adjustment, and offer passenger accident insurance with an insured amount of EUR 2,500,000 per event. Bids must meet the cover, deductible and claims-handling requirements set out in the tender documents. For example, temporary replacement or hired-vehicle costs are covered up to EUR 25,000 per month for a maximum of 3 months; recovery and repatriation costs are covered without limit. Bidders must allow for the broker’s 10% commission, deducted from the premium. The main award basis is the lowest total premium. The authority will compare two pricing options: it will select option 2 if it costs no more than 3% above option 1; otherwise it will select option 1. Bids must be submitted in Dutch through TenderNed by 24 November 2026 at 12:00. An insurance-business licence is required; when bidding through an intermediary or authorised agent, that intermediary must also hold the necessary authorisation. The bid must include the completed European Single Procurement Document, price schedule and other required forms.
