Household support for residents of Woudenberg
Summary
The Municipality of Woudenberg is procuring tailored household support for residents under the Dutch Social Support Act 2015. The service is intended to help clients keep their homes clean and habitable and, where possible, maintain their independence. The contract covers organising and delivering support, agreeing a support plan with each client, and ensuring service continuity and necessary communication. It starts on 1 April 2027, runs for two years, and may be extended three times for three years each. The estimated need is 2,569 hours per month for 314 clients; contracts may be awarded to multiple providers until the required hours are covered. Bidders must provide a reference for at least one household-support contract delivered during the preceding three years to at least 40 residents or clients, evidence of an effective quality management system, and a complaints procedure. The tender must also include the European Single Procurement Document, two quality plans, a signed offer stating the all-in hourly rate and the monthly hours guaranteed from 1 April 2027, and the completed cost calculation tool. Price and quality are assessed together; a score of 5 for either quality plan results in exclusion from award. During contract performance, 2% of annual contract turnover must be allocated to the Social Return on Investment obligation. The submission deadline is 27 November 2026 at 12:00.
