Fleet insurance
Summary
The tender covers insurance for the Municipality of Dronten’s vehicle fleet: the stated fleet comprises 9 passenger cars, 35 vans and 22 trucks. These quantities may change during the contract as vehicles are bought or sold. The policy is due to start on 1 January 2027 for an initial period of 12 months, with up to five extensions of 12 months each. The contract is not divided into lots, and the lowest-priced bid will win. Bidders must quote fixed net premiums for each vehicle category using the required form. No bonus-malus system, policy fees or amendment fees apply. Consumer price indexation of premiums in subsequent years is permitted under the tender conditions. The bid must include the completed and signed tender form, European Single Procurement Document and reference form, plus a power of attorney where applicable. Bids must be submitted electronically, unconditionally and without variants. The insurance must include motor third-party liability and, as applicable to each vehicle, limited or full comprehensive cover, legal expenses insurance and passenger accident insurance. Third-party liability limits are €2,500,000 per claim for property damage and €7,500,000 per claim for personal injury. Passenger accident benefits are €15,000 per seat under Section A and €30,000 per seat under Section B. Full comprehensive cover is based on new replacement value and limited comprehensive cover on current market value. Deductibles per event are: passenger cars, €0 for third-party liability and €150 for comprehensive, limited comprehensive, fire or theft; vans, €250; and trucks, €750. There is no glass-repair deductible when repairs are carried out by an insurer-affiliated partner; the deductible for glass replacement is reduced by €70. Cover applies in Europe, in the countries covered by the Green Card. It must also include damage to the authority’s own buildings, risks arising from use of vehicle-mounted work equipment, damage to replacement vehicles, and roadside assistance in the Netherlands and abroad at no extra cost. The authority must be able to change the cover type during the year. Vehicles reported late remain insured retroactively for up to three months. A bidder must provide at least one qualifying fleet-insurance reference from the previous three years with a premium value of at least €30,000, relevant registration and authorisation to provide insurance services. The bidder must also meet the stated financial-capacity, credit-rating or comparable solvency, liability-insurance and declaration requirements.
