Lift installation and maintenance

Summary

The contract covers maintenance of lift systems at mboRijnland’s various locations and, where required, the supply and installation of new lifts. The services include preventive and corrective maintenance, breakdown response, coordination of annual inspections by an EU conformity assessment body, reporting and meetings. Maintenance also covers lifts, moving walkways and escalators added through renovation or construction projects. The customer may optionally add maintenance of an ERGO lift, a window-cleaning gondola and a facade ladder. The estimated average value is €75,000 per year including VAT. The contract starts on 1 January 2027 and initially runs until 31 December 2030; it may be extended twice for two years, up to 31 December 2034. One service provider will be selected. Bidders must provide references for experience in supplying and installing lift systems and in preventive, corrective and planned lift maintenance with an average annual value of at least €22,500 including VAT. ISO 9001:2015 certification or equivalent quality management evidence is required. The bid must include a signed European Single Procurement Document, separate PDF responses to the open quality questions, and the price schedule in Excel and signed PDF formats. Quality accounts for 60 points and price for 40. Bidders must score at least 10 points on the first quality question and 15 on the second; otherwise the price is not evaluated and the bid is not eligible for award. The work includes maintenance in line with manufacturers’ instructions, annual inspections by an EU conformity assessment body, fault response and repairs, record keeping, and maintaining digital and physical logbooks. The fault service must be reachable by telephone 24/7. For urgent or high-priority faults, response is immediate, a technician must arrive within one working hour, and the fault must be resolved within four hours. For normal faults, response is due in less than one working day and resolution within one working day; for low-priority faults, the respective limits are two and five working days. Preventive maintenance is scheduled by appointment on working days from 07:00 to 17:00, and inspection reports are due within 10 working days. Corrective maintenance is generally due within 10 working days. Repairs exceeding €1,500 including VAT require the customer’s approval. During contract performance, at least 5% of the realised contract value must be allocated to Social Return activities, and the provider must hold ISO 14001 certification or maintain a current environmental and sustainability handbook. Bids must be submitted through TenderNed by 09:00 on 12 November 2026.
