Consultancy services for the maintenance of civil engineering structures

Summary

The Municipality of Zuidplas seeks one partner under a framework agreement to provide engineering and consultancy services for the maintenance and management of 579 civil engineering structures. The work includes technical inspections of the entire asset portfolio in 2028 and 2032, plus additional inspections of 25 critical structures in 2030 and, if the contract is extended, in 2034. Depending on the structure, inspections must follow CUR 117, NEN 2767 and NEN 3140. A report is required for each structure, and the results must be entered into ObSurv or delivered in a format that can be imported into it. The services also include updating the long-term maintenance plan (MJOP) and preparing an 80-year maintenance budget; maintenance recommendations and work descriptions; structural assessments; preparing and managing individual work orders; and construction management and supervision. The expected volume is approximately five individual work orders per contract year and 100 hours of construction management and supervision annually. The supplier will also help keep ObSurv data current, review projects for other municipal departments when requested, and carry out further investigations. A €600,000 provisional sum is allocated for investigations. The initial framework agreement term is six years, intended to start on 1 January 2027, with up to two one-year extensions. The maximum contract value, including extensions, is €2,600,000 excluding VAT; this does not guarantee a minimum volume of orders. The award is based on the best price-quality ratio: quality criteria G1 (working method and project team) and G2 (cooperation and reducing the client’s workload) are each worth up to €200,000, while G3 (a report defining the scope of maintenance or renovation) is worth up to €100,000. Bidders must submit the required reference, ISO 9001 or equivalent quality system, insurance evidence, a compliant price offer and responses to the quality criteria.
