Public Green-Space Maintenance Teams 2027–2030

Summary

The Municipality of Westerkwartier is procuring flexible teams and individual workers for maintaining public green spaces from 2027 to 2030. The services cover three-person maintenance teams with a work vehicle and the necessary tools, as well as temporary individual green-space workers, working foremen or, optionally, a coordinator. Around eight teams are expected to be needed from April to November 2027 for an average of 35 weeks, although actual call-offs will depend on the municipality’s needs. Two framework agreements will be awarded to two contractors. The initial term runs from 4 January 2027 to 31 December 2028, with two possible one-year extensions. The estimated combined value of the two agreements is approximately EUR 1.25 million per year, with a maximum combined value of EUR 7.5 million excluding VAT. Quality and price each account for 50% of the evaluation; the two bidders with the highest overall scores will be selected. Tenders must be submitted through TenderNed by 12:00 on 16 November 2026. Participation requires, among other things, evidence of at least one satisfactory comparable contract for green-space maintenance teams worth at least EUR 375,000 per year, a CO2 Performance Ladder level 5 certificate or equivalent, and the required insurance and staff qualifications. During contract performance, 5% of the contract sum excluding VAT must be allocated to Social Return.
