Replacement of winter maintenance equipment

Summary

The tender covers the supply, installation and commissioning of winter road maintenance equipment for Leiderdorp, together with a repair and maintenance contract. The equipment comprises two small salt spreaders, one large salt spreader, one small towed spreader, a narrow-track roller brush, a brine mixing unit with a tank of at least 15,000 litres, and a spreading and route management system. The supplier must also install and configure the equipment, implement the software, digitise existing spreading routes, train administrators and drivers, and provide support and maintenance. The supplier must buy back the four existing spreaders and state one combined buy-back price in the bid. All equipment must be new and unused and comply with applicable CE, NEN-EN, occupational safety and other requirements. The equipment must support both dry and wet salt spreading; the equipment, software and services must meet the detailed technical requirements in the tender documents. The equipment and software must be ready for use by 30 September 2027 at the latest. All supplied winter maintenance equipment must have a warranty of at least 24 months, and original parts and maintenance must remain available for at least 10 years. The repair and maintenance contract covers all supplied equipment for an initial 6 years, with two possible 2-year extensions, for a maximum term of 10 years. During the winter season, a critical fault that makes a spreader unusable must be fixed within 24 hours; otherwise, an equivalent replacement machine must be provided. For other faults, a diagnosis and repair plan must be supplied within 24 hours. Round-the-clock technical support is required during the winter season, and parts needed for 90% of routine repairs and maintenance must be available within 24 hours. The purchase price ceiling is €300,000; bids exceeding the ceiling will be rejected. The price schedule must state the prices of equipment, software and the 10-year maintenance contract, as well as the buy-back price. Evaluation awards 30 points for the service plan, 40 for the practical test and 30 for price. The bidder must demonstrate experience delivering at least one wet-salt spreader under a single contract, and experience supplying, implementing and commissioning at least one spreading-management system. References must have been completed within the last three years. The bid must include a signed European Single Procurement Document, price schedule, quality responses, reference form and a Chamber of Commerce extract no more than six months old confirming the signatory's authority. Bids must be submitted electronically in Dutch by 10:00 on 24 November 2026.
