Establishment of a Dynamic Purchasing System for the Engagement of External Personnel

Summary

The Province of Utrecht is establishing a dynamic purchasing system to obtain external personnel temporarily, for example to cover sickness absences, temporary projects or peaks in workload. The system will operate through Flextender’s online platform and cover the segments specified in the tender documents. Recruitment agencies, other personnel-service providers and self-employed professionals may apply to join throughout the system’s term, until 31 October 2030. Initial registration is free; participation requests and subsequent offers must be submitted through the platform in Dutch. Admitted suppliers may compete in mini-competitions for specific personnel requirements. The anticipated volume is approximately 200–225 assignments per year, but this is not a guarantee of orders or revenue. Requirements and selection are set for each mini-competition; awards are based on the best price-quality ratio, using the specific minimum requirements, criteria, preferences and selection interview.
