Demand-responsive transport for target groups from 2028 onwards
Summary
GR Omnibuzz is procuring demand-responsive transport for people needing assistance in 30 municipalities in the Dutch province of Limburg, excluding Mook en Middelaar, from 2028 onwards. The procurement is divided into eight transport lots, with a framework agreement to be concluded with one operator for each lot. Omnibuzz serves more than 40,000 travel-pass holders, and over one million trips were made in 2025. The initial contract term is six years, with three unilateral two-year extension options, for a maximum term of 12 years. Bidders may tender for all eight lots, but may be awarded no more than two. The operator must provide year-round transport, including door-to-door and, where required, room-to-room assistance, with vehicles suitable for passengers using wheelchairs or other mobility aids. Service hours are 06:00–24:00 Monday to Saturday and 07:00–24:00 on Sundays and public holidays; on 31 December, service ends at 22:00. Key contract-performance requirements include carrying out at least 50% of allocated trips using the operator’s own vehicles and directly employed drivers, and progressively increasing the share of zero-emission vehicles from 38.5% in 2028 to 100% in 2031. Bids are evaluated on quality and price: the staff quality plan is worth 200 points, the innovation and development plan 150 points, the plan for allocation of roles and responsibilities 150 points, and price 500 points. The price is quoted per billable kilometre and must fall within the minimum and maximum limits set for each lot. Rates must be exclusive of VAT, fixed under the contract and based on 2026 price levels. Bids must be submitted electronically in Dutch by 18 November 2026 at 10:00.
