ICT Services for the Municipality of Beesel

Summary

The municipality of Beesel seeks one contractor to take end-to-end responsibility for its integrated ICT services. The work covers management of approximately 200 user workstations and 250 mobile devices; Microsoft 365, Azure and Entra ID; applications, servers and hybrid cloud; networking, user support, backup and recovery; and security management, including SIEM/SOC services. The contractor must monitor and develop the service, manage the transition from the incumbent provider, and support an orderly handover of services and data at contract end. Data must be processed and stored within the European Union. The regular help desk must be available on working days from 07:00 to 18:00, with 24/7 on-call support for serious outages and security incidents. Where an incident requires an on-site visit, the contractor must be able to arrive within 45 minutes. The target for a highest-priority, Priority 1 incident is a 15-minute response and restoration within 60 minutes, or a demonstrable temporary workaround. The initial contract term is three years, with a planned start date of 1 April 2027, and may be extended four times for two years each. The transition period may last up to three months; the exit and handover period at contract end may last up to six months. Tenders will be evaluated on the best price-quality ratio: price accounts for 30% and quality for 70%. Bidders must submit a service management and governance plan (K1, up to 8 A4 pages), a continuity and security plan (K2, up to 4 A4 pages), and a transition, implementation and exit plan (K3, up to 4 A4 pages). The ceiling for recurring structural service costs is €230,000 per year, or €690,000 for the initial three-year term, excluding VAT. One-off transition and implementation costs are priced separately and do not count towards this ceiling. Optional Wi-Fi management and Print Anywhere are excluded from the standard price comparison and budget cap. Bidders must provide the required qualification and compliance documents, including at least two qualifying project references and a valid ISO/IEC 27001 certificate or equivalent evidence. Tenders must be submitted electronically in Dutch by 11:00 on 26 November 2026 and remain valid for at least 90 days.
