Stairlifts
Summary
The Municipality of Tilburg seeks one framework contractor to supply, install ready for use, manage, maintain, repair and, when required, remove stairlifts from the homes of residents receiving support under the Dutch Social Support Act (Wmo). The estimated volume is approximately 160 installed lifts per year. The procurement documents estimate annual expenditure at €750,000 and set a maximum contract value of €8 million. The initial term is four years, with two optional extensions of two years each. Services will be performed in the Municipality of Tilburg. The contractor must supply lifts for straight stairs, stairs with one bend, and stairs with two or more bends. Standard lifts must support users weighing up to 125 kg; a heavy-duty option suitable for users from 125 kg must also be available when needed. Lifts must carry CE marking, meet applicable safety requirements, and have replacement parts available for at least 10 years. The work includes technical assessment, measuring, quotations, installation, user instruction and maintenance. The installation price must include warranty, materials and all-in maintenance for the first two years; maintenance must then be available for each lift for up to 10 years or until removal. In emergencies, assistance must arrive within one hour; ordinary faults must be resolved within 24 hours. Platform lifts, home lifts and shaft lifts are outside the scope. The bid must include evidence of company registration, liability insurance, quality management and relevant experience. The bidder must hold ISO 9001 or an equivalent certificate and must demonstrate, through relevant contracts lasting at least one year and performed during the previous three years, experience installing and removing at least 50 new stairlifts per year and maintaining at least 50 stairlifts per year. Quality and price each account for 50% of the evaluation. The quality submission includes a communication and misuse-handling plan, a replacement case response and a non-functional requirements wishes schedule. Bids must be submitted electronically by 10:00 on 2 December 2026. A social return obligation of 2.5% of annual contract revenue excluding VAT also applies during contract performance.
