Household Support Services – Regular 2027 Admission Round

Summary

This procurement is a regular 2027 admission round for providers of Wmo household support services under a framework agreement in the municipalities of De Bilt, Bunnik, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist. It is an open-house admission procedure. The planned service period runs from 1 January 2027 to 29 February 2028. Applications must be submitted electronically by 15 November 2026. The provider must submit 1–4 references that collectively demonstrate experience in keeping a home clean and habitable, laundry care, coordination and organisation, and grocery shopping. The provider must also demonstrate an ISO 9001 or equivalent quality system and business liability insurance meeting the tender requirements. The application must include the registration form, reference form and signed declaration of acceptance; a power of attorney must also be included where necessary. The provider sets its own hourly rates, subject to 2027 maximums of €44.33 per hour for household support and €54.24 per hour for the HO-X additional service. The contract also includes a social-return obligation: 5% of invoiced annual turnover must be allocated to social-return purposes.
