Youth work services under the Prevention with Authority programme 2026–2029
Summary
The tender covers three specialised services for supporting young people in Helmond under the Prevention with Authority programme, from 1 January 2027 to 31 December 2029. The services are intensive second-line individual support for young people involved in or at risk of crime, specialist 1.5-line youth work for young people at potential risk, and specialist coaching in schools for young people and school staff. The work focuses in particular on Helmond West, Helmond East and the city centre, including schools in those areas. A separate contract will be awarded to one provider for each lot; bidders may tender for one or more lots. The annual budgets are €200,000 for second-line support, €200,000 for 1.5-line youth work and €100,000 for school coaching. The total contract value is €1,500,000, with annual ceilings of €200,000, €200,000 and €100,000 respectively for the three lots; the contract ends automatically when the applicable ceiling is reached. Services must be available without waiting lists, with prompt support for young people when needed. The provider must prepare case-based goal plans, record the impact of interventions, measure outcomes and work with the municipality, young people, families, schools and other relevant partners. Each tender must include an anonymous implementation plan of no more than five A4 pages, together with a detailed budget. Price is not an award criterion: tenders are assessed on quality, and the bidder with the highest quality score wins. During contract performance, 5% of the contract value excluding VAT must be allocated to social return.
