School social work

Summary

The tender is for school social work services at mboRijnland vocational education sites. The social workers will support the school team in guiding and training students and provide third-line support to young people facing complex problems; where needed, they will refer students to suitable services, including youth care and other support. Work is scheduled for an agreed number of hours per week, for up to 40 school weeks a year, with hours distributed among locations and adjusted as student numbers change. The estimated average annual contract value is €700,000. One provider will be selected. The contract runs from 1 January 2027 to 31 December 2034 and may be terminated by the buyer on six months’ notice. Bidders must provide references demonstrating the required experience and answer four quality questions on maintaining expertise, recruiting and selecting staff, aligning the service with the buyer’s integrated-support approach, and working with the regional care network. Quality is worth 75 points and price 25; bidders must score at least 37.5 quality points or their price will not be assessed. The hourly rate must be €80–€95, inclusive of VAT and all costs, and the same rate applies to all activities. Bids must be submitted electronically through TenderNed by 10 November 2026 at 09:00. Requirements include staff with at least HBO-level education, adequate Dutch-language skills, a valid certificate of conduct issued no more than six months before the contract starts, and a social-return contribution of at least 5% of the realized contract value.
