Security and reception services
Summary
The tender covers the provision of integrated security and reception services for the Koninklijke Bibliotheek in The Hague and the surrounding area. Work includes access control, welcoming and registering visitors, key management, responding to alarms and faults, patrols, fire and closing rounds, supervision of reading rooms, mailroom duties and emergency coordination. The service is expected to combine security, hospitality and continuous staffing. A private alarm centre service may also be ordered as an option, but the contracting authority does not guarantee that it will use it. The contract starts on 1 May 2027 and initially runs for two years. The contracting authority may extend it six times by one year, up to 30 April 2035. The maximum estimated value over eight years is €10,000,000 excluding VAT; the average estimated annual value is €1,250,000, with no guaranteed turnover or minimum purchase. The service must adapt to changes in premises: the collection is moving to a new book storage facility in Den Hoorn, and from 2029 the library’s office and public functions are moving to Berlagehuis in The Hague. During the transition, services may be required at several locations. Bidders must submit a complete offer including a signed European Single Procurement Document, an offer letter, the required references, responses to the quality questions, and the price schedule in both Excel and signed PDF formats. Financial standing and business liability insurance are required, along with references demonstrating two core competencies: integrated security and reception services, and continuous staffing. Each reference must represent an annual contract value of at least €375,000 excluding VAT for at least one consecutive year. Offers must be submitted through TenderNed by 4 December 2026 at 13:00. Award is based on the best price-quality ratio, assessing team composition and continuity, hospitality, sustainability and total price; bidders must achieve at least a ‘moderate’ rating on each of the three quality criteria.
