Liability and Good Employer Insurance for the Municipality of Kerkrade

Summary

The Municipality of Kerkrade is seeking one insurer to provide municipal liability insurance and work-related good employer insurance from 1 January 2027. The liability policy must cover third-party bodily injury, property damage and financial loss. Minimum limits are €5 million per claim and €10 million per insurance year for bodily injury and property damage, and €2.5 million per claim and €5 million per year for financial loss. The deductible is €2,500 per claim. The good employer insurance must provide limits of €2.5 million per claim and €5 million per year; work-related accident benefits are €50,000 for death and €100,000 for permanent disability, with a €500 deductible for property damage and bodily injury. The contract runs for 24 months, until 1 January 2029, and may be silently renewed for successive 12-month periods up to eight times. Bidders must meet the insurance-cover and claims-handling requirements in the tender documents and quote premiums in euros per resident and per employee, excluding tax and insurance premium tax. A separate per-file price is requested for claims handling below the deductible, although handling personal-injury claims must be free of charge. Price is the sole award criterion. Bids must be submitted electronically in Dutch by 12:00 on 10 November 2026. Participation is subject to qualification and professional-capability requirements, including the required declarations and references.
