Housing, Social Guidance and Z-Route Participation Activities for Refugees

Summary

The Municipality of Gorinchem is seeking one provider to deliver integrated support for recognised refugees and newcomers. The services cover arranging housing, providing up to 12 months of social guidance, supporting family reunification and financial self-reliance, and delivering integration and participation activities. The provider must also organise and record 800 participation hours per participant in the Z-route and deliver the participation declaration programme. The provider will take over approximately 59 existing Z-route cases; around 19 new participants per year are anticipated thereafter. Services must be available for at least 40 hours per week, from a physical location in Gorinchem and on five working days each week, with cooperation involving the municipality, COA, Avres, housing organisations and other partners. The contract is planned to start on 1 January 2027 for one year, with three possible one-year extensions, for a maximum total term of four years. The annual price ceiling is €300,000; payment is based on services actually delivered and the unit prices offered. Price accounts for 40% of the evaluation and quality for 60%. Bids must be submitted electronically in Dutch by 11 November 2026 at 14:00. To participate, bidders must submit a compliant bid, the European Single Procurement Document, the price form and required references, and meet the insurance, capability and experience requirements.
