Helmets with communication equipment

Summary

The procurement covers the supply, installation, maintenance and repair of helmets, integrated helmet communication systems, two-way radios, accessories and spare parts for CBR driving, moped and motorcycle examinations. The supplier must arrange nationwide individual helmet-fitting sessions and deliver helmets ready for use. Requirements include helmets meeting ECE 22.06, a warranty of at least three years, and a communication system with a range of at least 1,000 metres and talk time of at least 10 hours. A framework agreement will be awarded to one supplier for an initial two years from 1 January 2027, with two possible extensions of up to 12 months each. The agreement has a maximum value of €550,000 excluding VAT. Bids must be submitted electronically by 10:00 on 9 November 2026. Evaluation weights service-delivery quality at 40%, cooperation and continuous improvement at 30%, and price at 30%. Bidders must submit a signed European Single Procurement Document, a cover letter and the required reference information, and meet the insurance and experience requirements.
