Supply of electric vans and light trucks

Summary

The Municipality of Katwijk is procuring electric vehicles in three lots: (1) one medium-sized electric van; (2) two medium-sized electric pickups with enclosed-roof tipping sweepings bodies; and (3) two large electric pickups with open tipping bodies. Bidders may tender for multiple lots, but may submit only one bid per lot; up to three contracts may be awarded. Each contract will run for two years, with two possible one-year extensions at the buyer’s option. The buyer may also order up to one additional vehicle per lot during the contract term. All vehicles must be new, unused and fully electric. Requirements include charging cables, safety and warning equipment, user documentation, maintenance and repair arrangements, and warranties. The minimum whole-vehicle warranty is 24 months; the battery warranty must be at least 72 months or 100,000 km, whichever comes first, with at least 70% of original capacity guaranteed. Maximum delivery times after an order are 20 weeks for lot 1, 28 weeks for lot 2 and 30 weeks for lot 3. Bids are evaluated on the best price-quality ratio: price is worth 70 points and quality 30. Quality assessment includes, among other things, the after-sales service description and any additional warranty offered. For each lot bid for, the bidder must submit the required documents, including a signed European Single Procurement Document, a declaration of lawful conduct, a Russian-involvement declaration, a price form, quality-criteria responses and the required reference. Suitability evidence includes a trade register extract no more than 6 months old, liability insurance with coverage of at least €1,500,000, and a reference for a successfully completed supply contract in the relevant lot category during the preceding 3 calendar years. The submission deadline is 11 November 2026 at 10:00. Dutch is the language of the procedure and contract performance.
