Summary

The tender concerns the appointment of a single service provider to deliver nationwide postal services for Bevolkingsonderzoek Nederland (BVO NL) from 1 April 2027. The scope includes collecting, processing, sorting, distributing and delivering mail pieces and, where applicable, parcels, including potential returns processing and providing management information and KPI dashboards. The arrangement is a framework agreement with an initial term of two years, with two optional extensions of up to 12 months each. The estimated value is around €4,000,000 per year excluding VAT, with a total initial value of approximately €16,000,000 over four years and a maximum contract value of €24,000,000 excluding VAT. Evaluation combines qualitative criteria (G1 Quality of postal service; G2 Cooperation, contract management and continuous improvement; G3 Sustainable execution of postal service) and a price criterion (P1). The tender will be published on TenderNed and uses European public procurement procedures under the Dutch ARVODI-2025 framework, with a single winner and possible waiting period agreements after award.
