Improving the energy efficiency of homes in Zaanstad
Summary
The tender covers support for residents in Zaanstad to improve the energy efficiency of their homes. The contractor must run active resident communication, prepare home-specific advice after a home visit in accordance with BRL9500 and NTA8800 requirements, help select and organise insulation works, coordinate implementation, and assist with applications and reporting for local and national subsidies. The target is to improve approximately 250 homes under VHF1 and 500 homes under VHF3. The contract is planned to start on 1 January 2027 for two years, with a unilateral option to extend it five times by one year, up to 31 December 2033. Tenders will be assessed on the best price-quality ratio: quality 65% and price 35%. Within quality, the approach to homes with energy labels E, F and G carries 50%, the approach to homeowners’ associations with up to 20 homes carries 20%, and the communication approach carries 30%. Tenderers must account for price-based uplifts for homes with E, F and G labels and for homeowners’ association homes; quoted prices must include all service costs and be stated excluding VAT. The contract also includes a 3% social-return obligation, data-protection and sustainability requirements, and a duty to prevent moisture and mould problems.
