Fume cupboard maintenance

Summary

The University of Utrecht is seeking a contractor to maintain approximately 700 laboratory fume cupboards across 15 buildings at Utrecht Science Park. The contract covers cleaning, inspections, measurements, preventive and corrective repairs, fault finding and reporting. Planned service starts on 1 January 2027 for three years, with up to seven one-year extensions; the estimated value is EUR 104,500 excluding VAT per year and EUR 1,045,000 excluding VAT over ten years. The contractor must clean and inspect the fume cupboards on a three-year cycle and provide call-off services when required. It must meet strict service levels, including a maximum one-hour initial response during working hours, action within five working days for reported faults or incidental services, prompt quotations and defined deadlines for work orders and inspection reports. The contractor must provide work and safety plans for cleaning, inspection and repair, and address safety, sustainability, waste, emissions, digital security and annual carbon reporting. Price and quality are evaluated separately. The annual total price used for evaluation must be between EUR 66,100 and EUR 102,600 excluding VAT; a price outside this range leads to exclusion. The material cost mark-up must be between 7% and 15%. Quality submissions include work and safety plans for cleaning and for inspection and repair, a service delivery plan, and a sustainability plan.
