Project Management and Facilities Advisory Framework Agreement

Summary

Tilburg University is establishing a framework agreement with three contractors for project management and advisory services covering construction, real estate and facilities on its campus. The scope includes feasibility studies and business cases, project management for renovation, new construction, major maintenance and refurbishment, relocation advice, and spatial and functional accommodation programmes. Area development advice, campus-level strategy and policy development, and accommodation concept development are outside the stated scope. The framework is estimated at EUR 1,500,000 excluding VAT, with a maximum ceiling of EUR 1,800,000 excluding VAT. It will initially run for two years from 1 May 2027 to 30 April 2029 and may be extended twice by up to one year each. There is no guaranteed minimum volume. Assignments below EUR 50,000 excluding VAT may be awarded directly to one framework contractor; assignments of EUR 50,000 or more will be awarded through a mini-competition. This is a restricted two-stage procedure. Up to five candidates will be selected for the award stage, where the expected evaluation basis is the best price-quality ratio. Participation requests must be submitted electronically in Dutch by 23 October 2026 at 12:00. Electronic invoicing is required, and variants are not allowed.
