Summary

The tender concerns occupational health and sickness-absence management services for Gemeente Heerlen’s 1,227 employees, to be delivered by one supplier. The authority seeks a proactive and practical partner supporting absence prevention, early intervention, sustainable employability and reintegration, with suitable digital solutions. The estimated annual volume is EUR 300,000 excluding VAT. The contract starts on 1 April 2027, runs for four years and may be extended by the authority twice for two years. Tenders must be submitted in Dutch and electronically by 29 October 2026 at 09:00. Price carries 30 points and the service delivery plan 70 points; the plan must receive at least a score of 6. The plan may contain up to 10 pages and must include, among other things, an implementation plan, a sample report and CVs of key personnel. The supplier must provide occupational physician, delegated occupational health professional and occupational social work services, together with a secure two-way connection to the authority’s AFAS system.
