Framework agreement for additional capacity for weed control on paved surfaces

Summary

The procurement seeks one framework agreement with one contractor to provide additional personnel and equipment, including operators, for chemical-free weed control on paved surfaces. Work may be required in Aalsmeer, Bloemendaal, Hillegom, Haarlemmermeer sub-area 3 and other Meerlanden areas. The initial term is 1 January 2027 to 31 December 2028, with up to four optional one-year extensions through 2032. The maximum total contract value is EUR 1,500,000 excluding VAT, with an estimated EUR 250,000 per contract year. The contract has no guaranteed purchase volume, and price is the only award criterion. The contractor must provide electric equipment unless an alternative is justified in writing and approved, meet the specified emissions requirements, ensure that all deployed workers hold basic VCA certificates and at least a category B driving licence, and make requested personnel or equipment available within 2 working days. Equivalent replacements for defective equipment or absent staff must be provided within 1 working day. Work is generally performed on weekdays between 07:00 and 16:30. The contractor must maintain ISO 9001 quality assurance, submit a quality plan, provide traffic measures where necessary, keep weekly records and appoint one contact person and one substitute. The tender must be submitted electronically by 29 October 2026 at 14:00. It must include the required registration extract, signed tender form and price schedule, reference and satisfaction statements, the European Single Procurement Document and the declaration of no Russian involvement. Submissions must be in Dutch, realistic, complete and valid for at least 90 days. Alternative tenders are not permitted.
