Engagement of communication professionals

Summary

The tender concerns a framework agreement for communication professionals who will provide temporary support for the Province of Noord-Brabant’s regular communication activities or carry out specific communication assignments when specialist expertise is needed. A maximum of 3 parties will be contracted. The framework agreement has a maximum value of EUR 5,000,000, an initial term of 48 months and may be extended once for 2 years. The bid must demonstrate recent experience in supplying communication professionals to public authorities and in deploying teams of at least 4 communication professionals across at least 2 communication disciplines for at least 3 months. The bid must include the required references, signed declarations and a completed price sheet. Submitted hourly rates are fixed and must remain within the applicable threshold and ceiling amounts. Award criteria are bureau profile (30%), approach plan (40%) and price (30%). Bids must be submitted electronically by 6 November 2026 at 09:00. The contract also requires compliance with the applicable integrity, sanctions and tender-document acceptance requirements.
