Wmo assistive devices

Summary

This is a framework agreement for the supply and management of Wmo assistive devices for Gemeente De Fryske Marren. The supplier will deliver devices to residents, arrange fitting and installation, provide maintenance and repairs, manage delivery, collection and returns, communicate with clients and the municipality, and ensure that devices are used appropriately. The agreement is planned for 48 months from 1 April 2027 to 31 March 2031, with an option for the contracting authority to extend it three times by two years. Its estimated value is EUR 9,000,000 excluding VAT and its maximum value is EUR 13,500,000 excluding VAT. One framework contractor may be appointed. The tender deadline is 26 October 2026 at 13:00. Suppliers must submit two different brands for each device category and complete the prescribed pricing form. Award criteria are price (40%) and quality (60%), with quality assessed through accessibility and availability, delivery times and service level, and the implementation plan, efficiency and innovation. The supplier must be able to provide compliant wheelchairs, mobility devices, bicycles, lifting equipment, shower and toilet devices and related services. Important obligations include fitting, home delivery, training, annual preventive maintenance, repairs, a 24/7 fault-reporting service, replacement devices where necessary, secure digital data exchange and regular management reporting. Standard delivery times are up to 15 working days, or up to 25 working days for category 11 and devices requiring a specifically fitted seating orthosis.
