Coach transport services

Summary

The tender concerns coach transport services for Summa College’s students, learners and employees, including groups of at least 10 people. The scope covers day trips, pick-up and drop-off services, multi-day journeys and occasional shuttle transport, mainly in the Netherlands but potentially also abroad. Summa intends to establish a framework agreement with up to three contractors for an initial two-year period from 1 January 2027, with two possible one-year extensions. The estimated value is EUR 400,000 excluding VAT over the maximum term, with a maximum framework value of EUR 525,000 excluding VAT. Orders will be awarded during the framework period through mini-competitions based on the lowest price. The tender itself is evaluated on the basis of the best price-quality ratio: quality carries 60 points and price 40 points. Quality is assessed through three written responses covering safety and emergencies, service quality assurance and the ordering process. A minimum of 50% of the available quality points is required before the price criterion is assessed. The bid must be submitted electronically in Dutch by 26 October 2026 at 10:00. It must include the required compliance list, signed European Single Procurement Document, reference form, company register extract, quality responses, price sheet and evidence of quality management and professional authorisation. The bidder must also be able to meet detailed operational requirements for vehicles, drivers, safety, availability, booking, reporting, invoicing and emergency support.
