Ecological surveys for a Species Management Plan

Summary

The municipality of Coevorden is procuring ecological surveys to establish the baseline for a Species Management Plan and its area-based permit application. The contract covers four lots, and bidders may apply for one or more lots: - Lot 1A: bat surveys covering maternity and summer roosts, flight routes and foraging areas; - Lot 1B: bat surveys covering mass winter roosts, attic visits and mating territories; - Lot 2: house sparrow surveys and exploratory house martin surveys; - Lot 3: swift surveys and more detailed house martin surveys. The surveys must follow the Species Management Plan approach, applicable legislation, protocols and species guidance. Results must be complete, traceable and directly usable in the plan, delivered as GIS data together with the underlying source data. All observations must be recorded digitally using field applications and a registration system capable of exporting data to GIS formats. For bat surveys, raw sound recordings must be retained and made available for analysis when requested. The bidder must cooperate actively with the municipality and NLadviseurs, participate in coordination meetings, support interim analyses and correct errors or inconsistencies in submitted data free of charge. The price must be an all-inclusive amount per lot excluding VAT. Awarding considers price, the research approach and methodology, data quality and usability, cooperation and implementation, team expertise and experience, and the number of lots covered. The tender deadline is 26 October 2026 at 10:00.
