Supply of heat interface units

Summary

The procurement covers the supply of heat interface units for two public heat companies, WarmteStad and Warmtecompagnie. It is divided into three lots: narrow heat-network units, wide heat-network units, and WKO units. Suppliers may bid for one, two, or all three lots, and one framework-agreement supplier is intended to be appointed per lot. The scope includes delivery of the units and spare parts, training for the contracting authority’s technicians, and technical support, including assistance with faults. For WarmteCompagnie, meter installation is included; for WarmteStad, installation of heat meters is an optional service. The framework agreement initially runs for two years and may be extended three times by two years, for a maximum term of eight years. Estimated annual quantities are 1,194 units for Lot 1, 511 units for Lot 2, and 450 units for Lot 3. The maximum framework-agreement values are EUR 19,700,000, EUR 8,500,000, and EUR 12,300,000 respectively. The units must comply with detailed technical specifications, including prescribed connections, dimensions, weight, filters, heat exchangers, pumps, pressure classes, temperature ranges, control functions, fault indications, water-quality requirements, insulation, packaging, and documentation in Dutch and English. The offer will be assessed using the best price-quality ratio, with quality and price evaluated per lot. The complete offer must be submitted in Dutch through TenderNed by 28 October 2026 at 12:00.
