Guidance towards employment and participation for complex target groups aged 18 and over

Summary

The tender concerns social and participation support services for three target groups in the municipality of Zaanstad: guidance towards employment and participation in society, together with suitable meaningful daytime activities starting immediately, for people aged 18 and over with complex problems. The lots are: 1) young and adult men, 2) young and adult women, including teenage mothers where applicable, and 3) young and adult offenders who are no longer detained. A bidder may submit a tender for one or more lots, with no limit on the number of lots that may be awarded to one bidder. A separate framework agreement will be concluded for each lot for an initial period of 2 years, with three possible 2-year extensions; the maximum term is 8 years. The estimated total value is EUR 3,200,000 excluding VAT. The maximum value is EUR 800,000 for lot 1, EUR 1,600,000 for lot 2 and EUR 800,000 for lot 3. Tenders must be submitted electronically by 5 November 2026 at 12:00. Quality criteria account for 80 points and price for 20 points; the tender must include a case-specific action plan and a description of the team, continuity, safety and network cooperation. During performance, the contractor must also comply with a 5% social return obligation for each lot, data protection and security requirements, and all minimum requirements in the requirements specification.
