Itinerant socio-educational intervention service for children and adolescents

Summary

The contract covers a mobile socio-educational intervention service for children and adolescents at risk and their families in the basic social services area of Vallès Occidental. The service is preventive, daytime and non-residential, providing social and educational support, intervention in children’s and families’ surroundings, and cooperation with municipal social services and other relevant partners. The contract is not divided into lots. The initial term is two years, with two possible one-year extensions, for a maximum total term of four years. The estimated ceiling for the initial term is €765,202.11 excluding VAT (€841,722.32 including 10% VAT). The annual ceilings, excluding VAT, are €374,481.52 for 2027 and €390,720.59 for 2028. The ceilings for possible extensions are €407,690.43 for 2029 and €425,423.89 for 2030; extension prices are not submitted separately with the bid. Bidders must submit the participation documents electronically, a technical project of no more than 20 pages, and a separate financial offer for each initial contract year. The successful bidder must provide appropriately qualified and experienced staff and ensure continuous, high-quality service delivery. Staff must meet the qualification requirements for their roles, have at least 20 hours of training related to working with children and adolescents, at least three months of relevant experience, and a valid negative certificate from the register of sexual and human-trafficking offences. RESES registration is also required where applicable under the rules governing the service. Bids are scored out of 100 points: price up to 25 points, additional staff training 10, external supervision 10, and complementary services 10; the technical project is worth up to 45 points, covering methodology, work procedures, team continuity, territorial coordination, and service mobilisation and contingency management. Staff transfer may be mandatory under the applicable collective agreement. The successful bidder must provide a final performance guarantee equal to 5% of the offered price excluding VAT.
