Summary

The tender concerns a comprehensive food and beverage service solution for CBR locations throughout the Netherlands. The services include operating workplace cafés and counters, meeting and event catering, vending machines, hot and cold beverage machines and water coolers. The contract term is 3 years, with up to 4 extensions of a maximum of 12 months each. The estimated contract value is EUR 13,000,000 excluding VAT. The bidder must be able to operate workplace cafés from Monday to Friday from 11:30 to 13:15 and counters generally from 07:45 to 16:15. The required range must be varied and healthy, including fresh sandwiches and salads every day, vegetarian and vegan options, and clear ingredient, allergen and dietary information. Meeting and catering services must be orderable through a digital ordering solution and must also accommodate evening and weekend requests. Key performance requirements include compliance with food safety and hygiene rules, HACCP requirements, service continuity, a social return target of at least 5% of the contract value, annual improvement and reporting obligations, electronic invoicing and information security based on ISO 27001. Coffee and tea machines and water coolers must be maintained and inspected annually in accordance with NEN 3140. The award criteria are service delivery and guest experience at 35%, implementation, management and continuity at 25%, sustainability at 10% and price at 30%. Tenders must be submitted electronically by 5 November 2026 at 12:00. Prices must be market-based; zero and negative prices are not permitted. The price schedule must be submitted as a signed PDF and in Excel format, and bidders must note that the stated quantities are fictitious and do not guarantee actual orders or volumes. The procurement is based on one framework agreement and no tender guarantee is required. The tender validity period is 3 months. Invoicing is electronic, and the contracting documents require the contractor to provide accurate management information, support audits and cooperate with implementation and any later transition or exit process.
