Supported living at Waarlamke, Bolsward
Summary
The tender concerns supported living services at the Waarlamke location in Bolsward for up to 15 young people aged 16–23, including 14 residents and one emergency bed. The provider must deliver guidance and support under the Wmo and Youth Act, manage and rent the municipal property, provide a safe living environment, and support residents towards independent living, education, work or meaningful daytime activities. Qualified staff must be physically present at the location 24 hours a day, 7 days a week. The initial contract term is two years from 1 January 2027, with two possible two-year extensions. The framework agreement will be awarded to one provider using the best price-quality ratio: price accounts for 30% and quality for 70%. The tender must be submitted electronically by 19 October 2026 at 12:00. A fully completed price form and a written breakdown of tariffs are required; the tariff breakdown must cover care and staffing, 24/7 presence, sleep-in services, property costs, income connected with the property and other costs. The price form includes annual care tariffs, other costs for residents and the emergency bed, and aftercare calculated at 1.5 hours per week for up to 52 weeks.
