Summary

The procurement concerns a framework agreement with one supplier for Sportbedrijf Rotterdam B.V.’s business mobile services. The supplier must provide mobile plans and SIM cards for approximately 292 employee subscriptions and, if required, 91 voice-only subscriptions for the access-control system. The core service is unlimited voice and SMS with at least 5 GB of data per user per month in the Netherlands and the European Union; voice-only and data-only subscriptions may also be ordered as options. The supplier must meet requirements for SIM cards, network coverage, an administration portal, migration, number porting, support, reporting, security and data protection. The maximum framework-agreement value is EUR 325,000 excluding VAT. The initial term runs from 1 February 2027 to 31 January 2029 and may be extended once for two years. Tenders must be submitted by 5 November 2026 at 10:00. The award is based on the best price-quality ratio: migration plan 35 points, service and customer support 25 points, and price 40 points. An annual Social Return obligation of 2% of the contract value also applies.
