Framework agreements for sustainability and EML measures

Summary

The tender concerns a 36-month framework agreement, with a unilateral 12-month extension option, for the integrated survey, preparation and implementation of energy-saving EML measures in existing Defence buildings throughout the Netherlands. The works cover building, mechanical, electrical and energy-management measures and are divided into 12 geographic lots; a bidder may submit for multiple lots but will normally receive no more than three. The measures are planned for phased delivery in 2027–2029 and must be completed by the end of 2029. The estimated lot values range from EUR 42.3 million to EUR 95.2 million excluding VAT, with maximum values ranging from EUR 63.4 million to EUR 142.8 million. Tenders must be submitted electronically by 13 October 2026 at 09:00. Award is based on the best price-quality ratio, using the tender price and an integrated approach plan. The approach plan may contain up to four pages, plus one page for process visualisation and one page for planning and phasing.
