Supply, installation, maintenance and removal of Christmas decorations in Ogre Municipality

Summary

The procurement covers developing the concept and design for Christmas decorations in Ogre Municipality, as well as making or supplying, installing, maintaining, repairing and removing the decorations. The design must suit the urban setting and local identity, form a coherent visual theme, withstand outdoor weather and, where possible, be reusable and adaptable. Services will be delivered across the municipality. The initial contract term is 12 months, and the contracting authority may award up to two further similar contracts if funding is available. The planned display periods are 27 November 2026 to 14 February 2027, 26 November 2027 to 14 February 2028, and 1 December 2028 to 14 February 2029. Tenderers must submit a complete technical proposal with designs, visualisations and a work-organisation plan, and a financial proposal with a cost breakdown by location. New decorations must have a warranty of at least 24 months. Bids will be scored out of 100 points for artistic and spatial quality, technical solutions and price. Tenderers must meet the turnover, experience, staffing and registration requirements and provide civil liability insurance covering at least 100% of the contract value excluding VAT. Goods and services originating in Russia or Belarus may not be used in contract performance.
