Framework Agreement for the Collection and Management of Hazardous Waste
Summary
The procurement is for hazardous waste collection and management services under a framework agreement divided into three lots: the Riga region and Vidzeme, Zemgale and Kurzeme, and Latgale. The technical specification sets out the exact scope and waste types. The estimated total framework agreement value is EUR 210,000 excluding VAT, and its term is 36 months or until that amount has been used. If a lot is unsuccessful, the total value is reduced by EUR 70,000. If the amount remains unused, the parties may agree in writing to extend the agreement by up to 12 months, subject to a maximum total term of 48 months. In each lot, the framework agreement will be concluded with all bidders meeting the requirements. Bidders must demonstrate the required registration, average net turnover of at least EUR 35,000 over the previous three financial years, or at least EUR 70,000 if bidding for multiple lots, and hazardous waste management experience during 2023–2026 up to the submission deadline. An experience list and at least one positive client reference must be provided. By the time the framework agreement is concluded, the bidder must hold a permit for collecting and transporting hazardous waste and be registered in APUS. The bidder must be authorised to process, store or dispose of the waste, or arrange for those activities to be carried out by a company holding the relevant permit. The offer must include a technical offer, a separate financial offer for each lot, and the required qualification evidence. Offers must be submitted electronically in Latvian.
