The procurement is for summer flower seedlings for planting areas in Ādaži Municipality for the 2027 season. The price schedule lists 5,403 plants in total, including pansies, pelargoniums, begonias and other annual and summer flowers in specified varieties and colours. Bids must cover the entire procurement; it is not divided into lots. The authority may reduce the quantity by up to 20%, and price is the sole award criterion. Seedlings are to be delivered in batches to Stacijas iela 7, Carnikava. Pansies are due by 10 April 2027, weather permitting; pelargoniums by 15 May 2027; and the other annual flowers by 11 June 2027. Deliveries must be arranged at least three working days in advance. The supplier must arrange staff to unload the plants if needed. Pelargoniums for 23 pillar vases must be grown in 46 vase pots, with three plants per pot. At delivery, plants must be healthy and undamaged, about one quarter of the height stated for the variety in 2026 catalogues, and flowering or showing opening buds. They must have foliage in the variety’s characteristic colour, slow-release mineral fertiliser in the growing medium, suitable plastic pots or containers, and a plant passport compliant with EU or Latvian requirements. The authority may reject non-compliant plants; the supplier must replace them at its own expense or compensate for losses at 150% of the amount stated in the defect report. Bidders must meet the flower-seedling supply experience requirement and submit the qualification, technical and financial offer information required by the tender documents.
