Maintenance and repair of forest and garden equipment, and purchase of spare parts

Summary

The procurement covers maintenance and repair of forest and garden equipment, and the purchase of necessary spare parts, accessories and consumables for the Latgale regional administration. The contract runs for up to 48 months and has a ceiling of EUR 10,000 excluding VAT. It is not divided into lots. The authority’s equipment fleet includes, for example, lawnmowers, trimmers, chainsaws, earth augers and a leaf blower. The service facility must be within the administrative boundaries of Rēzekne. Equipment must be accepted for repair or maintenance at a pre-agreed time. After diagnosis, the contractor must report the estimated cost and completion time within five working days. At the authority’s request, a detailed estimate must be prepared within one working day and approved before work starts. Parts and accessories must normally be delivered within five working days, with no advance payment. Disposal of filters, oils, spare parts and other materials must be free of charge. Spare parts must carry a warranty of at least 12 months and services a warranty of at least six months; used parts may be used only with the authority’s prior written consent. Bidders must submit a technical offer, an hourly labour rate, prices for spare parts and consumables, and the applicable discount. Offers are scored on the repair and maintenance hourly rate (40 points), the total price of the listed goods (50 points) and the discount (10 points). A bidder must have completed at least one similar forest or garden equipment maintenance or repair contract during 2023–2026 up to the bid submission date. The bid must be submitted electronically in Latvian, together with the required registration, experience and declaration documents. Bidders must also meet the exclusion and sanctions requirements.
