Purchase of drones for Jelgava Municipality educational institutions and Municipal Police

Summary

The procurement is divided into two lots for drones and related equipment for educational institutions and the municipal police of Jelgava Municipality. Lot 1 covers 21 three-inch FPV training drone kits, 25 seven-inch self-assembly drone kits, and FPV goggles, propellers, tools, soldering irons and simulator equipment. Lot 2 is for one drone with an integrated camera system for the police, to collect photo and video data, survey areas, monitor infrastructure and support civil protection. Technical specifications are set out in the tender documents; among other requirements, the police drone must fly for at least 40 minutes on one battery, provide video and control-signal transmission over at least 10 km, and record video at a minimum of 4K/60 frames per second. Bidders may tender for one or both lots, and price is the only award criterion. Bids must be submitted electronically through the EIS procurement system by 10:00 on 16 October 2026. Lot 1 goods must be delivered within two months of contract signature; the Lot 2 drone must be delivered within one month. The bid must include the required participation application and technical and financial offers, with evidence that the products meet the technical requirements. Goods and services originating in Russia or Belarus may not be used in contract performance.
