Public-private partnership contract for rental dwellings design, construction, financing, maintenance, administration and hand back for Latvian specialists

Summary

This procurement concerns the design, construction, financing, maintenance, operation and hand back of rental dwellings for Latvian specialists under a public-private partnership (PPP) across six municipalities in Latvia. The Private Partner will design, build, finance, operate and maintain dwellings and related infrastructure, obtain building permits, manage the procurement process, and ensure hand back to the municipalities at contract completion. The project follows a PPP framework with defined responsibilities for Public Partners (Republic of Latvia and six municipalities) and a Private Partner, and is conducted in two phases (Selection Phase and Award Phase) via the EPS system.
