Full-service rental of a telescopic front-end loader

Summary

The procurement covers the full-service rental of one telescopic front-end loader for a biodegradable-waste processing plant operated by a waste-management company in Jelgava. The loader will be used to handle waste and compost in an enclosed asphalt-surfaced area and a hangar. The rental period is 12 months, and the machine must be delivered within 10 days after the contract is signed. The loader must have a bucket capacity of 3–5 m³, engine power of up to 110 kW and a weight of no more than 16 tonnes. It must have all-wheel steering, industrial puncture-resistant, solid or L5 tyres, and an adjustable cab height allowing visibility from up to 4 m. It must be capable of loading compost at a height of 4 m and biodegradable waste into a 90–100 m³ truck body at a loading height of 4.2 m. The machine must have GPS/GPRS tracking, fuel-monitoring equipment and an automatic fire-suppression system. The full service includes maintenance, inspections and repairs. A fault must be repaired within 24 hours; if that is not possible, an equivalent replacement machine must be provided free of charge within the same period. A free replacement must also be provided during planned repairs or maintenance lasting more than four hours. The lessor is responsible for and pays for maintenance, repairs, inspections, registration, motor liability insurance and comprehensive vehicle insurance. The comprehensive-insurance deductible must not exceed EUR 250 for the loader and 10% of the machine’s value in the event of theft or destruction. The bid must include the required evidence of fuel consumption and carbon dioxide, nitrogen oxide and particulate emissions. Goods and services originating in Russia or Belarus may not be used to perform the contract. Bids must be submitted electronically in Latvian by 8:00 a.m. on 27 October 2026; variants are not allowed. The bidder must submit technical and financial offers and include all contract-performance costs in the price. The compliant bidder with the lowest total price will be selected. Qualification requires appropriate registration and, where applicable, a licence or certificate; the tender documents set no minimum turnover or previous-experience threshold.
