Acquisition of a PKI platform and data migration

Summary

The tender covers the acquisition of a new PKI platform, migration of the existing Entrust KeyOne PKI core platform components (RA, CA, VA and TSA), necessary development and customisation, integrations, testing, commissioning, documentation, training and warranty support. The solution must support electronic identification and signature services, interoperate with existing systems, and comply with eIDAS, data-protection and cybersecurity requirements. The procedure has two stages: candidate qualification followed by tenders from qualified candidates and possible negotiations. A framework agreement will be concluded with one bidder for up to 24 months; delivery and service orders are planned to be completed within up to 23 months. The application deadline is 16 October 2026 at 10:00. Bidders must meet strict requirements concerning PKI experience, annual turnover of EUR 1,000,000, personnel, manufacturer authorisation and cybersecurity. The preliminary award criteria are price, the migration description and the database management system used, but these will be specified in the second-stage documents.
